Dr. Frank Owczarek is the Director of the Eye Care of Delaware, LLC and the Cataract and Laser Center, LLC. He is a nationally known Ophthalmologist and Eye Surgeon recognized for his expertise in small incision cataract surgery with foldable lens implants, refractive surgery with the Excimer Laser, and Visian™ implantable contact lenses.
After acquiring his medical degree at the Freie Universität Berlin, he came to the United States to train at Georgetown University and earned his ophthalmic qualifications. He then completed an advanced fellowship at the University Eye Clinic of Cologne in Cologne, Germany before opening his own practice, the Eye Care of Delaware, in Newark in 1976. Since then the practice has flourished into the full eye surgical center that it is today.
Dr. O, as he is affectionately called by both patients and staff, has never ceases to stay up-to-date with the most advanced eye care available. He tirelessly maintains his own professional development, evidenced by his early adoption of no-stitch cataract surgery in 1991 (the first in Delaware) followed by the addition of LASIK to his services in 1997. His vast experience with both cataract and LASIK surgery, as well as other types of laser treatments and eye procedures gives him the surest hand in the region!

Paul C. Mitchell, O.D., F.A.A.O.
Dr. Mitchell completed his Bachelor's of Science degree and his Doctor of Optometry degree at Indiana University, where he received numerous academic scholarships and awards. Dr. Mitchell served as staff optometrist at the prestigious Bascom Palmer Eye Institute at the University of Miami for two years. He then became the Center Director of Omni Eye Services in Wilmington before joining Dr. Owczarek at the Eye Care of Delaware in 1987. Dr. Mitchell has published articles and lectured regularly in the area of ocular disease. He is a member of the American Optometric Association and is a Fellow of the American Academy of Optometry.
James A. Loreto, M.D.
After earning his Bachelor's in Biology from Catholic University, Dr. Loreto became a medical doctor at the University of Bologna. He then returned to Washington, DC to complete his Ophthalmology Residency at Georgetown University. Since then he has been running the Eye Surgery Center, Ltd. Board-Certified by the American Academy of Ophthalmology, Dr. Loreto is a member of several ophthalmic and medical associations. This includes being a Fellow of the American Academy of Ophthalmology and being the former president of both the Maryland Society of Eye Physicians and Surgeons and the Morgagni Medical Society.
