Dr. Frank Owczarek, M.D., Ph.D., a certified ophthalmologist by the American Board of Ophthalmology and the American Board of Eye Surgery, is trained in the following areas:

Dr. Frank Owczarek is the Director of the Eye Care of Delaware, LLC and the Cataract and Laser Center, LLC. He is a nationally known Ophthalmologist and Eye Surgeon recognized for his expertise in small incision cataract surgery with foldable implant lenses and refractive surgery with the Excimer Laser.

After acquiring his medical degree at the Freie Universität Berlin, he came to the United States to train at Georgetown University and earn his ophthalmic qualifications. He then completed an advanced fellowship at the University Eye Clinic of Cologne in Cologne, Germany before opening his own practice, the Eye Care of Delaware, in Newark in 1976. Since then the practice has flourished into the full Eye surgical center that it is today.

Dr. O, as he is affectionately called by both patients and staff, has never ceases to stay up-to-date with the most advanced eye care available. He tirelessly maintains his own professional development, evidenced by his early adoption of no-stitch cataract surgery in 1991 (the first in Delaware) followed by the addition of LASIK to his services in 1997. His vast experience with both cataract and LASIK surgery, as well as other types of laser treatments and eye procedures gives him the surest hand in the region!

Dr. Loreto is one of the original founders of the Eye Surgery Center, Ltd. in Silver Springs. Dr. Loreto and Dr. Owczarek trained together at Georgetown University Ophthalmology Department.
